Dr David Lloyd Owen is one of the UK’s leading authorities on global water systems, policy, and economics. As Managing Director of Envisager Consulting, he has advised governments, utilities, investors, and international agencies on how to deliver sustainable, transparent, and equitable water management.
Over a career spanning more than thirty years, David has worked across more than 80 countries, combining data analysis, governance reform, and financial insight to help water and sanitation systems perform better for people and the planet. He is the author of Global Water Funding and Universal Access to Safe Water: The Next Step, and has been a regular contributor to the World Bank, OECD, and UNESCO.
